The Human Resources Strategy for Researchers (HRS4R) is a quality label given by the European Commission to institutions that implement the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. Research institutions first endorse the C&C and prepare their application which include an institutional gap analysis and action plan. Following the assessment by the European Commission, if the action plan is accepted, the award is given for 2 years of implementation which can be further 6 years.
The European Charter for Researchers is a recommendation of good practice for researchers, employers and/or funding bodies, published by the European Commission Directorate General for Research. It indicates the rights and duties of researchers and funding agencies. It is published together with the Code of Conduct for the Recruitment of Researchers, which outlines the principles for the recruitment and appointment of researchers. The European Commission considers the European Charter of Researchers and the Code of Conduct for the Recruitment of Researchers as core elements of the European Union’s policy to make research an attractive career.
Yaşar University started the HRS4R Award application process by submitting its endorsement of the C&C to the European Commission. In April 2022, the award application was completed and submitted to the European Commission for the initial assessment.
